I think so... either he has haircare product put on his hair or the hair it was just oily because it can look like this too

... which the hair looks drier. 😅 But it really depends on what you do to it when it is wet. If you comb it then it'll dry up looking frizzy and tousled (like Hwang Jung Eum's hair in She Was Pretty). If you don't comb and let it dry naturally, the curls will look better. But either way, it'll look unkempt.
